Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam. In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally. The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

    For my first visit to Eleven Waters, a friend and I went to their Easter brunch buffet. We were very happy with it. The buffet was not quite as sumptuous as some I’ve been to but the quality of the food was very good and I definitely got enough to eat. The service was friendly and professional and the surroundings were clean and nicely set up. My friend and I had hoped our drinks would be included but I guess since we were having alcohol we had to pay extra. So, it did turn out to be a very expensive experience. We did appreciate the complimentary valet parking since we are both senior citizens with limited mobility. I will go back at some point in the future.

    Overall not a bad place before a show. Service was excellent...very nice folks. The food, while pretty good, could certainly have been considerably hotter. A bit pricey for what it is, but in certain situations, we would certainly try it again.
