Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam. In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally. The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

    Excellent in most ways. Some accompaniment’s to the main dishes were underwhelming. The rice waffles were tough and had no flavor. They added nothing to the excellently prepared roast chicken. The potatoes under the flank steak were just ordinary. Small plates (beet salad, fry’s, mushroom toast) were outstanding. Chicken, flank steak and pasta were excellent, very tasty and prepared to perfection. Deserts (lemon tart, blueberry panna cotta) wonderful. Excellent wine list. Merlot and pouilly fuisse both perfect. Service (Tyler) outstanding, attentive but unobtrusive. Bar tender Kyle a delight. Friendly and informative. Food and wine (with tip) came to $650 for two. Very good value for the cost. Definitely a gem to return to.

    Excellent smaller restaurant with fabulous food and cocktails. A very cool vibe and phenomenal service. We were coming from the SU basketball game and there were traffic lights out in town, and they were very accommodating and held our table for 8 when I called to explain our delay. We had been to Oh My Darling for brunch before which is also fantastic, but had never been for dinner. Will definitely be a repeat stop for us when we are in town!

    A solid Italian restaurant—the ingredients are fresh and the service is excellent. The calamari appetizer is excellent—breading is light and crispy and the calamari fresh. We had classic pasta dishes and needed with affogato. The meal was relaxing and delicious.
